Why does my well pump keep clicking on and off?

Short-cycling almost always traces to the pressure tank rather than the pump. When the bladder loses its charge the tank holds almost no reserve, so the pump answers every small draw. Left alone it shortens the pump's life.

Who is responsible for a well on my own property?
